Portugal to welcome ‘Manifesta Biennial’ for the first time in 2028, with Coimbra as the host city

The University of Coimbra will be one of the co-organisers of the European Nomadic Biennial in 2028, a major cultural event that takes place in a different city every two years. The Rector describes it as a “unique opportunity to rethink the city and the region”.

 

In 2028, Coimbra will host Manifesta, the European Nomadic Biennial, marking the first time the event will be held in Portugal. The Ministry of Culture, Youth and Sport has announced that the 17th edition of Manifesta will be co-organised by the University of Coimbra, Coimbra City Council and the Coimbra Circle of Fine Arts, with support from the Government. This edition will be developed in collaboration with Anozero – Biennial of Contemporary Art.

“Hosting Manifesta in Coimbra provides an opportunity to rethink the city and the region as a hub for contemporary art.” More than just an event, it is a strategic endeavour aimed at fostering urban, social and cultural transformation. The University of Coimbra has long demonstrated its commitment to contemporary art, notably through the establishment of Anozero – the only biennial in the world founded by a university. “Welcoming Manifesta will allow us to continue along this path, combining heritage, territory and artistic creation,” says Amílcar Falcão, Rector of the University of Coimbra.

Hedwig Fijen, Director of Manifesta, adds: “The Biennial is entering a new phase of intercultural collaboration in the European arts and architecture scene through its partnership with the Anozero Biennial, based in Coimbra. Led by Carlos Antunes and Désirée Pedro, this remarkable initiative reflects a shared commitment to collaborative work between diverse institutions and contexts. We welcome their vision and believe that such collaborative practices are essential for the future of the art world.”

Manifesta is more than a contemporary art biennial. It is an interdisciplinary platform and forum for creativity and innovation, addressing themes such as identity, diversity, migration, the environment, and globalisation. The project encourages dialogue among artists, residents, policymakers and visitors.

Key aspects of the proposal presented to Manifesta include Coimbra’s UNESCO World Heritage status and forest conservation efforts. The total investment is estimated at eight million euros, 50% of which will be funded by the Government. The remaining 50% will be covered by local authorities, donors and sponsors.

The bid book's slogan, A Sea of Trees, highlights a deep connection with the local landscape and a critical perspective on ecological challenges such as wildfires. The programme will foster strong links between heritage and contemporary art, with interventions in historic buildings and iconic sites throughout Coimbra. One of the most striking elements will be the revitalisation of Rua da Sofia, a relatively underdeveloped area within the UNESCO-listed zone, which will gain renewed cultural and civic relevance. This vision aligns with the new Management Plan for the University, Alta and Sofia heritage area.

“Manifesta will act as a catalyst for urban and social renewal, with significant community involvement and a strong network of partnerships,” explains Delfim Leão, Vice-Rector for Culture, Communication and Open Science at the University of Coimbra.

Held in a different European city every two years since 1996, the European Nomadic Biennial brings international attention and cultural momentum to its host cities. Preparations for the 2028 edition will begin in early 2026, marking a new chapter for Coimbra as one of Portugal’s foremost cultural and artistic centres.

The official agreement between the initiative’s key partners will be signed at a formal ceremony in Coimbra in September this year.
